Overview
Removes the unused local Grafana dashboard artifact by deleting
dashboards/hypeman.jsonand dropping the related Grafana dashboard import instructions fromDEVELOPMENT.md.Updates the Local OpenTelemetry section to refer to the LGTM stack generically and keeps the existing Docker run/OTel enablement guidance intact.
